Formerly an unincorporated hamlet at the intersection U.S. Route 12 and IL. Route 120, Volo incorporated in 1993 as a Village of just under 200 people in around 50 households. From the very start, Rolf Campbell assisted the Village with the development of its first Comprehensive Plan in 1994. 

The Village began the 2013 update to further address their dramatic growth potential in terms of residential, commercial, and industrial uses. Under the guidance of this update, the Village has approved or is in the approval process of nearly 2,000 new dwelling units and approximately 1 to 2 million square feet of commercial and industrial space. 

The Village passed a home rule referendum primarily to assist with facilitating a safer and higher capacity roadway network.
